Enhancements

• Added the following parameter to the service.bat file for Windows services:
  -Dlog4j2.enableJndiJdbc=true
• Fixed an issue where the apps screen could be accessed by an account with the Developer_portal_only role.
• In the authMigration.jar file, the Log4j version has been upgraded to 2.17.1 (log4j-core-2.17.1.jar) to address the Security Vulnerability CVE-2021-44228.
